It depends entirely on your customers. For a lot of Cardiff businesses, English only is genuinely fine. But if you serve Welsh-speaking customers, or you work with public sector bodies where it's expected, a bilingual site is worth doing, and worth doing properly rather than running the whole thing through Google Translate.
